Swiss Cantonal State

A cantonal state holds a considerable property portfolio — administrative buildings, schools, land, housing — where every transaction falls under public procurement and its traceability requirements.

Project Property portfolio managementSector Public Sector · Property & PropTech

Context

The portfolio was tracked across several registers, held by different departments depending on asset type and transaction type. A transaction mobilised validation chains whose trace lived in emails and paper files. Accounting for a decision taken five years earlier meant reconstructing a path no system held completely. Leases, condition reports and the resolutions authorising them each existed separately, and the link between them held only in the knowledge of serving staff.

Challenge

In public procurement, a decision is not only to be taken: it is to be justified, years later, before bodies that were not present. The system must therefore retain the reason as much as the outcome, and remain legible when applicable rules have changed since.

Objectives

  • Centralise tracking of assets, leases and property operations.
  • Carry the validation paths specific to public procurement.
  • Retain the reason, author and date of every decision.
  • Link a resolution to the transactions it authorises.
  • Keep a file viewable after closure, within the framework of its time.

Tracking of assets, transactions and operations sits in a single system, with the validation paths public procurement requires. Every decision retains its reason and author, and a closed file is viewable without reconstruction.
