Public Broadcasting Group

A public broadcasting group distributes content it does not fully own, across territories that do not overlap, for durations that expire. Every piece of content therefore carries its own authorisations, and out-of-scope distribution commits the institution.

Project Digital rights, streaming and security consultingSector Media & Entertainment

Context

The technical question — how to distribute — was inseparable from the legal one: do we have the right, here, now. Yet both lived in distinct systems, held by distinct teams. Content could be technically ready and legally unavailable, or the reverse, and only manual cross-referencing revealed which. Rights holders also demanded certified distribution reports no one could produce without reconstructing playback logs.

Challenge

Having the system carry what depended on human vigilance: a distribution authorisation has a territory, a window and a format, and all three must be checked at playback — not at publication. Streaming adds its own constraint: an unpredictable peak must neither degrade quality nor open a security gap.

Objectives

  • Map the rights attached to content and their conditions of exercise.
  • Assess streaming platform architecture against those constraints.
  • Identify security exposures specific to content distribution.
  • Produce the distribution reports rights holders require, without reconstruction.
  • Deliver a roadmap addressing rights, distribution and security together.

Two distinct consulting engagements: digital rights management on one hand, streaming and its security implications on the other. Authorisations are checked at playback, and certified reports are produced without manual log review.
